什么是“出口货物许可证”？

出口许可证（EXPORT LICENCE）是国家批准某些商品的证明文件

。根据我国现行出口许可证制度的规定，凡属于实施出口许可证管理的商品，货物出口时必须按规定申领由外贸部或外经贸部驻口岸特派员办事处或各省、市、自治区经贸厅（委、局）签发的出口许可证，海关凭许可证验放，无许可证不得出口。

二、出口货物许可证的缮制：
